  • HCC Apprenticeship Levy Transfer

    The Hampshire County Council Apprenticeship Levy Transfer Scheme is a £2,000,000 pilot scheme running until 31st March 2022.


    • Information

      Its aim is to create more apprenticeship opportunities in Hampshire using the County Council’s Apprenticeship Levy Fund. It will be targeted at small and medium enterprises, public bodies such as local councils and the emergency services, academy schools, health and social care providers and construction companies. 

      Councillor Keith Mans, Leader of Hampshire County Council, said: “I am pleased that, as a large local authority, we are able to contribute significantly to promoting employment in Hampshire, with the money to support employers to invest in training and develop people for their future workforce. Without this assistance, some companies would not be in any position to offer an apprenticeship. The levy transfers should help to maintain low rates of unemployment and perpetuate the level of economic prosperity benefitting Hampshire residents.”

      Please note funding covers the cost of training and cannot be used to cover salaries.  

      HCC transfer scheme is able to support any apprenticeship at any level or duration for a young person resident or employed in Hampshire under the age of 25 at time of enrolment onto their standard. 

      For apprentices over the age of 25 applications will be considered from employers against the following measures set

      The Apprentice meets one or both of the following; 

      • That the Apprentice is resident in Hampshire (county area)
      • That the Apprentice’s place of work is in Hampshire (county area)

      AND

      • That the employer commits to employ the Apprentice at least to the end of the Apprenticeship 


      The Apprenticeship also meets the following criteria

      • That the Apprenticeship Standard is no longer than 24 months in duration
      • Compliance with focus group criteria listed below
      • The Apprenticeship Standard no higher than a Level 5
      • The Apprenticeship provider is registered on the RoATP 

      AND

      • That the employer commits to employ the Apprentice at least to the end of the Apprenticeship 


      The Apprenticeship also meets the following criteria:

      • That the Apprenticeship Standard is no longer than 24 months in duration 
      • The Apprenticeship Standard no higher than a Level 5
      • The Apprenticeship provider is approved on the Register of Apprenticeship Training Providers 


      Transfers will be considered for apprentices over the age of 25 at the time of enrolment  which also meet the criteria from one of the following employer groups and cohorts;

      • SMEs in Hampshire (county area)
      • Hampshire-based public bodies Inc. District Council, Police and Fire
      • Health and Social Care employers (extra criteria applies*)
      • Construction employers particularly those with a low carbon focus delivering schemes in Hampshire
      • Adults and young people from our most vulnerable groups, including NEET, the long-term unemployed, those on low incomes, care leavers, ex-offenders and individuals with SEND 

      * Specific additional criteria will apply to applications from NHS applicants. E.g. GP practices, Dentists
